Minutes 4-1-08
Minutes of the regular meeting of the Board of Police  Commissioners held on Tuesday, April 1, 2008 in the Lower Conference Room, 3 Main Street, Newtown, CT. Chairman Mattegat called the meeting to order at 7:30 p.m.

PRESENT: Carol Mattegat, Robert Connor, Brian Budd, Duane Giannini, Bruce Walczak. ALSO PRESENT: Chief Michael Kehoe,  Captain Joe Rios, one member of public, Mike Gallante, traffic consultant from Frederick P. Clark, one member of press.

PUBLIC PARTICIPATION. Andrew Willie, Butterfield Road, asked the status of traffic calming proposals. Chief Kehoe noted that this proposed ordinance is before the Legislative Council.

Andy Gorosko, Bee reporter,  asked for a timeline for the traffic calming proposals. Chief Kehoe discussed the scope and dates of the Queen Street traffic study.

Chief Kehoe said that the hit and run case had been closed.

MINUTES. Upon motion of Commissioner Connor,  the minutes of the regular meeting of March 4, 2008 and the addendum were unanimously approved as presented.

Officer Kullgren demonstrated a laser detection device that will be used by the Traffic Enforcement Unit. It can detect a single vehicle at two thousand feet. Chief Kehoe said that we are looking to purchase two devices this year.

CHIEF’S ADMINISTRATIVE REPORT (March, 2008). Overtime, Budget balances. GL Accounts were included. Fleet  three cruisers are on order. Personnel  field training evaluation report enclosed. Graduation for two officers is tomorrow. New hiring process we are taking applications for non-certified officers. Test results for certified officers was included in the report. Training report included.  Two Letters of appreciation  were received. Update of budget for 08-09. The Board of Selectmen made a $20,000 cut. IPN had later suggested a cut that the Legislative Council did not approve. There are a lot of accidents in Newtown involving deer. STC follow-ups for Highland, Eton, and High School were included. CIP remains the same.

CAPTAIN’S OPERATIONAL REPORT (March, 2008)  included Motor Vehicle Activity Report, DUI Report, Monthly Calls for Service, Traffic Enforcement Unit Report and Detective Division Report. Traffic Enforcement Unit has been very active. DUI Enforcement Grant will involve roving patrols July through September and checkpoints also.

Unfinished Business

Consideration, discussion and possible action on application of 174 Mt. Pleasant Rd. special exception for office building by Mount Pleasant Road LLC. A traffic report and the plans were reviewed by the Commission. Commissioner Connor moved to table action until the traffic report can be reviewed. Second and unanimously carried.

Report (if any) on Board of Police Commissioners Exit Interview Policy. (Commissioners Budd & Giannini) Commissioner Budd reported that a report will be presented at next month’s meeting.

New Business

Review, consideration, discussion and possible action on STC Application-FHH Campus. Chief Kehoe reported that the STC requires a review by the local traffic authority of any applications at Fairfield Hills. Frederick P. Clarke Associates had submitted a traffic report for the campus for activity there from 2002 to the present, including Newtown Youth Academy. It is noted in the report that several of the roads on the Campus are wide enough. There are many driveways on the campus. Commissioner Connor moved to table the Fairfield Hills project until the next meeting and to ask Mr. Gallante from Clarke Associates as well as Fairfield Hills Authority Chairman Bob Geckle to attend. Motion seconded and unanimously carried.

Discussion, consideration and possible action on CT DOT Grant for “Off System” Local Road Accident Reduction Program. Chief Kehoe feels that the Castle Hill Road area will qualify for this grant. Commissioner Connor moved that we go forward with the CT DOT Grant for “Off System” Local Road Accident Reduction Program for the King Street Castle Hill Road area. Second by Commissioner Giannini. Motion unanimously carried.

Consideration and possible action on secondary request for employment for Officer Flynn. Commissioner  Connor moved to approve Officer’s Flynn request for secondary employment. Second by Commissioner Budd and unanimously carried.

Commissioner’s Participation.

Executive Session.  Commissioner Connor  moved to enter executive session at p.m. to discuss Interview of Police Candidates for the position of Lateral Entry Police Officer and Strategy-Police Union Collective Bargaining Negotiations and to invite Chief Kehoe and Captain Rios to attend,  second by Commissioner Budd  and unanimously carried.
